NEIGHBORHOOD WATCH... THE BEGINNING:The establishment of our community governing organization was a evolutionary process. The very roots of our Association Administration began as a gathering of residents concerned about petty crime and security issues in the community. A neighborhood watch was organized by one of the first residents in the community, Mr. Earl Humphrey. Prior to the first Neighborhood Watch Meeting, in May of 1999 there were only 13 occupied residents, although there were at least a dozen in various stages of construction. A few residents who were known personally to the Developer met with him to address various issues and eventual plans and goals for the Association during this time. No group meetings existed from the first resident moving in circa August 1998 until October 1999 except with the Developer directly. The first Neighborhood Watch meeting was held on October 21st 1999 at the residence of Earl and Ruby Humphrey. Two Block Captains were appointed subsequent to the meeting. The second meeting held on the 26th of October featured a guest speaker, Officer Jane Meir (MPD), who spoke on Block Captain Duties, crime prevention tips and answered questions from the floor. At that time the City of Melbourne sponsored a Community Policing Program which supplied Neighborhood Watch material to residents and appointed a Community Police Officer to address issues in the community and speak to neighborhood watch groups. Residents attending were interested
in the Neighborhood Watch but each meeting they were increasing interested
in discussing issues facing the Community. These meetings were the only forum
for residents seeking information about happenings within the subdivision from their Neighbors.
These meetings continued on an irregular basis for the remainder of 1999 and into
the first 6 months of 2000. Hardly any records were kept of these meetings or
exactly how many and what dates they were held. The last such meeting held
on July 6, 2000 was to organize Tract 'F' (the Park) improvements, Neighborhood Newsletter, and
the Neighborhood Welcome Committee. As more residents moved into the community, the need to discuss issues facing the community, the recognition that residents felt ever increasingly that organizing was a good idea and that sooner or later the community had to prepare to assume the resonsibility of Association Administration. The attendance at these meetings exceeded the capacity of the meeting place which was generously provided by Earl and Ruby Humphrey. In late July, early August, 2000 two residents Earl Humphrey and Mike Chmielewski approached the First Baptist Church Administration about using one of their meeting rooms. They expressed their desire to be a good neighbor and supplied a meeting room for us on a designated night. Last meeting that was held in Mr. and Mrs. Humphrey's house was in July 2000.
